Public Consultation

The Parish Council is working on a draft Neighbourhood Plan. A Neighbourhood Plan is designed to give communities more control over the type, location, size, pace and design of development in their area. When it is complete, the Neighbourhood Plan will be voted upon by all Parishioners.  If it is passed, it will be used by the Parish Council and Cornwall Council when considering development in the Parish.  A Neighbourhood Plan gives us all a chance to input into the future of our lovely Parish.  As part of the plan drafting process, we are working on a "Landscape Character Assessment" document and, as a vital part of this, we would like to gather your views on what you value particularly in our Parish - be it a place, a memory, a view, etc.  If you can make it to St Piran's Hall this Saturday, you can give us your input in person as we will have a table at the Christmas Fair which is running from 1pm - 4pm. If you cannot make the Fair, then please email your views to us at: perranplan@btinternet.com.  

We will be posting the current draft of the Landscape Character Assessment on the Parish Council website so that you can review the full document.  It has one chapter missing - your views - so please do get in contact and help us to complete that section.

The Parish Council will now review all comments and work out the best plans to take forward for a formal consultation.  The formal consultation is carried out by Cormac for Cornwall Council.

Parish Councillors wanted! Election coming up

Dear all,

Cornwall Council is seeking nominations for the Parish Council. There are 3 seats for Perranuthnoe and 7 seats for Goldsithney. At the moment, Perranuthnoe is represented by Jim Scobie and Theresa Strawson. Nominations must be received by 4th April 2017 and there is a form to complete. The election will take place on the 4th of May at the same time as the County Councillor election.

Parish Council Open Day

The Parish Council has arranged an open day on Thursday 18th February between 3pm and 7pm at St Piran’s Hall for residents to drop in meet their local Parish and Cornwall Councillors, learn more about the potential benefits of a Neighbourhood Plan for our area and express your views on priorities.

We have distributed posters in Goldsithney, Perranuthnoe and Rosudgeon and are keen to get as many residents along as possible.

As you will have read in my previous email Perranuthnoe Parish Council has been working with Cornwall Council on this issue and following the general support of residents in a community survey we are now proposing to develop a Neighbourhood Plan for the Parish which includes Goldsithney, Perran Downs, Perranuthnoe and (most of) Rosudgeon.

The advantage of an agreed Neighbourhood Plan is that it can potentially give the community more influence over the size and type of any development proposed within the Parish whether it is housing or commercial as well as an opportunity to prioritise and protect local amenities and open space.

Please spare some time to drop into St Piran's Hall on Thursday 18th February between 3pm and 7pm to learn about the plan and express your views.

Closure Of Public Toilets

On Saturday 9th November local people gathered in Perranuthnoe car park to show Cornwall Council how strongly they feel about the closure of the public toilets during weekdays for the winter months. The Perranuthnoe Peeathon event was created on Facebook with around 70 people, several dogs and a horse turning up.

 

 

Local people and businesses are feeling let down by Cornwall Council. Comments such as 'we are the ones paying the most council tax yet we are not allowed use of the toilets in winter!' and 'they (Cornwall council) are urging small businesses to stay open all year round yet they themselves are closing the amenities, what sort of message are they trying to send out?'
What's the Cornish motto, ah yes Onan hag Oll - One and all. Cornwall Council showing true Cornish spirit (not).

There is also a petition which already has almost 1000 signatures.

Closure Of Public Toilets and The Peeathon Update

Bryan Griffin has been awarded a new lease for the car park starting from April 2014 at which point he will have total responsibility for the public toilets. It is his intention to keep them open throughout the year with help promised by village businesses to keep them clean.

Unfortunately he has no control over them this winter so The Great Perranuthnoe Peeathon will be going ahead.

The intention of the Peeathon is to gain some sort of control over the toilets for this winter so that they may be kept open for everybody's convenience.

The hope is for as many people as possible to assemble in the car park tomorrow morning at 11am to show the Council there is support for keeping them open. The Cornishman will be invited. A full bladder is NOT required :-)

These toilets are well used by locals, coast path walkers, visitors, dog walkers, surfers etc.

Attention Dog Owners - Important

Information for Dog Owners Visitors and Locals

Cornwall Council operates a zero tolerance policy towards dog fouling. Following standardisation of control orders across Cornwall - from the 16th July 2010 it is an offence not to clean up after your dog (and properly dispose of faeces) on all land to which the public are entitled access by way of payment or not.

All of the publicly accessed land in Cornwall is therefore designated and includes beaches, footpaths, roads, playing fields, verges and certain private land.

• The fixed penalty notice fee for failing to remove dog faeces is £80.00 (£50.00 if paid within 10 days).
• Prosecution may result in fines of up to £1000.00

The Act stipulates that 'being unaware of the defecation (whether by reason of not being in the vicinity or otherwise), or not having a device or other suitable means of removing the faeces shall not be a reasonable excuse for failing to remove the faeces'.

Under the Act no offence is committed if:

• The person in charge of the dog is registered blind.
• The landowner, on whose land the fouling has taken place, has given consent for the faeces to be left on the ground.

The council has installed a considerable number of dog waste bins across the county that are emptied regularly, you are able to put bagged dog waste in a normal litter bin. If you cannot find a convenient dog bin then you must bag up the faeces and take it home.

If you would like to report dog fouling - Cornwall Council will investigate all complaints that are received - although the level of service that they can provide will obviously vary depending upon the quality of information that is provided. For example they would be in a better position to take action should you be able to provide a full description of what happened (including date, time, location, what you witnessed, description of the dog/owner and as much information as possible about the incident - also any information regarding the offender - which could include name/address (if known), vehicle registration number or any other identifying feature.

It is only with people getting involved and reporting problems in their neighbourhood that they will be able to solve more problems and take more enforcement action on issues such as dog fouling.
